The Civil Rights Act of 1957 was introduced in Eisenhower’s presidency and was the act that kick-started the civil rights legislative programme that was to include the 1964 Civil Rights Act and the 1965 Voting Rights Act. The civil rights movement meant you could not force people to change their beliefs.

New York was the first state to adopt what has commonly become known as the “implied consent law” in 1953. This law was designed to force possible drunk drivers to submit to a blood, breath or urine test after the driver had been stopped by an officer and the officer then had a reasonable belief that the driver was impaired.
